The 436 Civil Engineer Squadron, Dover Air Force Base (DE) requires a contractor to provide all management, tools, supplies, equipment, and labor necessary to ensure that kitchen hoods, ducts and dryer ventilation duct cleaning services are performed in manner that will conform to all local, state and federal regulations at Dover AFB, DE, as further defined in the Performance Work Statement (PWS). 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. 2. This solicitation is being issued as a Request for Quote (RFQ). 3. The North American Industry Size Classification System (NAICS) code associated with this requirement is 561790 and the Small Business Size Standard associated with this NAICS is $9,000,000.00. 4. The Provisions and clauses listed within this document and Attachment 3- Provisions and Clauses apply to this acquisition and can be viewed through internet access at https://www.acquisition.gov/far-overhaul. *** This is a FY27 requirement. Summary: Background The 436 Civil Engineer Squadron at Dover Air Force Base (DE) requires a contractor to provide comprehensive kitchen hoods, ducts, and dryer ventilation duct cleaning services. The goal of this contract is to ensure compliance with all local, state, and federal regulations while maintaining the safety and functionality of kitchen exhaust systems at the base. Work Details The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the following services: 1. Kitchen Exhaust Cleaning Services: Inspect, clean, and maintain kitchen hoods and duct systems according to National Fire Protection Association (NFPA) Standard 96. Submit an annual planned work schedule for approval and provide documented reports on inspections within 10 calendar days after each cleaning. 2. Certifications: The contractor must be a certified member of the International Kitchen Exhaust Cleaning Association (IKECA) with an IKECA Certified Exhaust Cleaning Specialist (CECS) present during each scheduled cleaning. Certificates must be submitted with the bid schedule prior to contract award. 3. Dryer Duct Cleaning &amp; Inspection Services: Inspect and clean dryer ventilation ductwork semi-annually in specified dormitory buildings and annually in others. All lint must be removed from the ductwork starting from the wall connection to the exhaust outlet. Clean powered booster ventilation units without disassembly except for removable lint screens. Submit an annual planned work schedule for approval. 4. Dryer Vents Lint Screen and Inspection Service: Clean lint screens inside clothes dryers and on power ventilators monthly in specified facilities while adhering to all regulations. 5. HAZMAT Requirements: Submit Material Safety Data Sheets (MSDS) for all chemicals used on Dover AFB. Period of Performance The contract is expected to commence upon availability of funds at the start of FY27. Place of Performance Dover Air Force Base, DE Bidder Requirements Bidders must be small business concerns and are required to have certification from IKECA as well as an IKECA Certified Exhaust Cleaning Specialist (CECS) on site during cleanings. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract FA449722C0005, awarded to Aqua Pro for kitchen hoods and ducts cleaning (valued at $283,309) with performance from 10/01/21 through 09/30/26. The current requirement for kitchen exhaust hood and duct cleaning under NFPA 96, along with related dryer ventilation duct cleaning and inspections, is consistent with the same core scope of work and reads as a continuation of ongoing exhaust system maintenance services at Dover AFB.
