Background The FDA / Office of the Commissioner (OC) / Engineering Management Branch (EMB) requires a comprehensive facility condition and capital project planning solution to support effective management of its owned-facility portfolio. This contract aims to provide both software licensing and professional support services for optimal utilization of the VFA database platform. Work Details The contractor shall provide a VFA database license for facility condition tracking and capital project planning purposes. The license shall include: 1. Base Year License - One (1) year initial license period. 2. Option Years - Four (4) additional one-year option periods at the agency's discretion. 3. Full access to VFA Facility software platform and associated features. 4. Regular software updates and maintenance during the license period. 5. Standard technical support as defined by the contractor's support policy. Additionally, the contractor shall provide flexible Professional Support Services tailored to FDA's operational needs, including: 1. An initial block of forty (40) hours of professional services provided annually, delivered remotely via phone call and/or web conference. 2. All phone or email service requests shall count toward the available block of hours, with notification to FDA when contracted hours approach exhaustion and authorization required for additional hours if needed. 3. If on-site services are requested, travel expenses will be billed separately as incurred. Professional services hours may be applied to activities such as Data Maintenance Services, Data Importing, Custom Report and Dashboard Creation, Executive and Board-Level Presentations and Reports, Benchmarking, Building Lifecycle Modeling, Software Support 'Ask-the-Experts' Web-based Sessions, One-on-one Advanced Web-based Training, Integration Implementation and Support, Custom Software Development, and other consulting services subject to mutual agreement between FDA and contractor. Period of Performance One-year Base with four-year Options period of performance. Place of Performance Services will be performed remotely; on-site services may be requested. Bidder Requirements The contract is intended for The Gordian Group, Inc., as they are identified as the only responsible source available to provide the required VFA Database License subscription and Professional Support Services that meet FDA/OC/EMB requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract 75F40120P00281, awarded to VFA for $84,110 (06/28/20–08/15/25), which provided renewal licenses for authorized VFA Facility users.
