Construction Manager at Risk for McCluggage Manor Extension Project

Background

The Griswold Housing Authority (GHA) is seeking qualifications and proposals from qualified firms to serve as Construction Manager at Risk for the proposed New Construction of the McCluggage Manor Extension Project. The Project is anticipated to be financed through layered funding sources, including the Connecticut Department of Housing (DOH) and the Connecticut Housing Finance Authority (CHFA). GHA plans to utilize 4% Low Income Housing Tax Credits and tax-exempt bonds. Firms must demonstrate prior successful experience with DOH- and CHFA-funded affordable housing developments of similar scale.

Work Details

The selected firm will act as the Construction Manager at Risk for the McCluggage Manor Extension Project. Responsibilities include overseeing the construction process, ensuring compliance with project specifications, managing budgets, and coordinating with Capital Studio Architects, LLC, who are preparing the project design and construction drawings. The firm must have experience in managing similar affordable housing projects funded by DOH and CHFA.

Period of Performance

The contract period will commence on May 29, 2026, and conclude on June 30, 2026. Interviews and presentations for selected firms will take place between July 6, 2026, and July 17, 2026.

Place of Performance

The geographic location for performance is primarily East Hartford, Connecticut, where the project design is being developed.

Bidder Requirements

Firms must demonstrate prior successful experience with DOH- and CHFA-funded affordable housing developments of similar scale to be considered eligible for this contract.
