Background

The Oregon Department of Human Services (DHS), Office of Aging and People with Disabilities (APD) is seeking applications from qualified construction contractors to provide Environmental Modifications for Consumers in their homes. The goal of this initiative is to ensure the health, welfare, and safety of individuals with physical limitations, enabling greater independence and reducing reliance on paid caregivers for daily living activities. This RFQ aims to improve the process for Environmental Modifications, ensuring compliance with Oregon procurement requirements while enhancing service delivery across the state.

Work Details

Contractors will be responsible for performing Environmental Modifications which include physical adaptations made to the interior or exterior of a Consumer’s home, limited to the current footprint of the home. Specific services may include: - Wheelchair ramp installation - Bathroom modifications (such as roll-in showers) - Kitchen modifications for accessibility - Installation of grab bars and handrails - Other general contracting services as requested. Each project will be based on individual Consumer needs as determined by an occupational therapist contracted by the Agency. The work must align with the scope developed by the Agency’s occupational therapist.

Period of Performance

The maximum term for the list of qualified contractors will be five years. Contractors may reapply if the RFQ remains open.

Place of Performance

Services will be provided in various counties across Oregon as specified by each contractor's application.

Bidder Requirements

Applicants must be actively registered with the Oregon Construction Contractors Board (CCB) and hold necessary insurance as outlined in ORS 701.073. They must indicate whether they hold plumbing or electrical licenses and provide details about any unpaid debts or complaints against them. Additionally, applicants are required to submit a Certified Disadvantaged Business Outreach Plan and demonstrate compliance with diversity and inclusion policies.
