Roseburg Rock Aggregate

Summary (Newest Update)

Background The Bureau of Land Management (BLM) is issuing this contract for the delivery of crushed aggregate to support road surfacing and repair in the Roseburg District, specifically within the South River Resource Area. The goal of this contract is to provide necessary materials for maintaining infrastructure in Douglas County, Oregon. Work Details The contractor is required to furnish and deliver specified gradations of crushed aggregate to designated government stockpile locations. The aggregate will be used for surfacing and repair of BLM roads. The specific items include: - 1 ½” Minus Crushed Aggregate: 7500 tons - 3” Minus Crushed Aggregate: 2500 tons Delivery is expected at various stockpile locations in Douglas County, Oregon, with the following specifications: - Gradation for 1.5”-0 Minus: - Sieve Designation: Percent Passing - 1 1/2 inch (100%) - ¾ inch (50-90%) - No. 4 (20-50%) - No. 40 (4-20%) - No. 200 (2-12%) - Gradation for 3” Minus: - Sieve Designation: Percent Passing - 3 inch (100%) - 2 inch (65-95%) - ¾ inch (28-70%) - No. 4 (10-35%) - No. 200 (0-10%) The material must be hard, durable particles or fragments of crushed stone or gravel, free from vegetative matter and clay balls. Period of Performance The period of performance for this contract is from July 1, 2026, to September 30, 2026. Place of Performance The products will be delivered to various stockpile locations in Douglas County, Oregon, including Days Creek, Louis Creek, Slide Creek, Stouts Creek, and Suicide Creek. Bidder Requirements Bidders must ensure that the crushed rock materials are obtained from commercial sources selected by the offeror. The contractor must also submit test reports as required prior to delivery and placement of aggregate. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior BLM aggregate supply awards for the Roseburg District. CPM Development Corporation previously received contract 140L4324P0030 (RDO CRUSHED AGGREGATE) for $155,000 (03/01/24–11/30/24), and Kincheloe & Sons holds an aggregate BPA setup (140L4323A0013) valued at $76,434 (04/01/23–03/31/28) covering delivery of multiple crushed aggregate types—including 1 ½”-0 and 3”-0—into Oregon BLM districts. The current requirement for furnishing and delivering specified gradations of crushed aggregate to Roseburg District stockpile locations looks like a continuation of that same aggregate sourcing and delivery scope.
