Collection, Transportation and Disposal of Municipal Solid Waste and Recycling

Background

The Borough of Leesport, located in Berks County, Pennsylvania, is seeking bids for the collection, transportation, and disposal of municipal solid waste and recycling materials. The goal of this contract is to ensure efficient waste management services for the residents of Leesport, aligning with the Borough's commitment to environmental sustainability and community health.

Work Details

The contractor will provide curbside collection of municipal solid waste once a week and recyclables every other week. The contract includes: - Collection of municipal solid waste from all residential establishments without limit on the number of bags or containers per pickup. - Curbside collection of recyclables including clear glass, colored glass (green and brown), PET and HDPE plastics, aluminum cans, steel and bimetallic cans, newsprint, magazines, corrugated cardboard, and high-grade office paper. - Transportation of all collected materials to designated disposal and recycling facilities as per Berks County regulations. - Provision of roll-off containers at specified locations such as Borough Hall and the Sewage Treatment Plant with weekly collection schedules. - Additional services requested by the Borough at no extra cost.

Period of Performance

The contract will commence on October 1, 2026, and will run for a period of four years until September 30, 2030.

Place of Performance

The services will be performed within the geographic boundaries of the Borough of Leesport, Pennsylvania.

Bidder Requirements

Bidders must provide a performance bond or an irrevocable letter of credit for 100% of the contract amount. They must also demonstrate compliance with all applicable state laws and local ordinances regarding waste management. Additionally, bidders are required to submit evidence of good standing with the Commonwealth of Pennsylvania and provide proof of insurance coverage meeting specified limits for worker's compensation, general liability, auto liability, and umbrella liability.
