Background

The Hancock County Engineer is seeking a consultant for the STW-CEAO Safety Project FY26, aimed at improving safety at six intersections in Hancock County. Work Details

The consultant will prepare construction contract plans for Intersection Studies at six specific intersections in Hancock County. The services include: 1) Conducting a formal safety study following ODOT guidelines; 2) Reviewing OH1 crash reports and preparing collision diagrams for the last ten years (2015-2025); 3) Performing detailed crash analysis; 4) Conducting field visits to observe existing conditions; 5) Collecting traffic count data; 6) Preparing existing conditions diagrams; 7) Analyzing peak hour operations to determine traffic signal or multiway stop control warrants; 8) Documenting operational characteristics with photographs; 9) Evaluating potential countermeasures and preparing conceptual layouts for modifications; 10) Completing a benefit-cost analysis for proposed countermeasures; 11) Conducting three meetings with the County Engineer (kickoff, field review, presentation of findings); 12) Preparing draft and final reports including background, existing conditions, crash analysis, contributing factors, recommended improvements, cost estimates, and ECAT results.

Period of Performance

The estimated date of authorization for the selected consultant is July 2026. Plans are to be completed within five months from authorization, targeting completion by December 2026.

Place of Performance

The work will be performed at six intersections located in Hancock County: Hancock CR 140 / CR 99, SR 12 / CR 9, SR 12 / CR 88, SR 12 / CR 140, US 224 / CR 140, and Hancock CR 212 / CR 236.

Bidder Requirements

Consultants must be pre-qualified by ODOT to perform the required services.
