Summary: Background The Norfolk Naval Shipyard (NNSY) is conducting market research to identify qualified contractors for the modernization of three (3) 100-ton Heavy Lift Transporters (HLTs), specifically Model: 100-Ton HLT with serial numbers 125, 126, and 127. NNSY intends to award a sole source contract to TDS Automation, Inc., the Original Equipment Manufacturer (OEM) for these HLTs, due to their proprietary technical data and specialized expertise required for the overhaul. Work Details The modernization effort will involve replacing all major components, parts, and systems of the three (3) 100-ton Heavy Lift Transporters with new, current-generation technology. The frame chassis, engine, and generator will be retained as they are fully serviceable. Vendors must provide evidence demonstrating their capability to perform modernization, repair, and testing on these specific HLTs. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed at the Norfolk Naval Shipyard. Bidder Requirements Interested parties must submit a written response that includes their company name and address, CAGE Code, business size, small business type(s) if applicable, point of contact information (name, phone, email), company website if applicable, teaming partners if any, and a capability statement describing their ability to perform the modernization as outlined in the Draft SOW. Vendors must demonstrate they are authorized and equipped to perform the required work. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract, with Guardian Systems as the awardee on N4215825P0084 (09/11/25–07/11/26) valued at $105,998 for “REBUILD 24 HLT CYLINDERS.” The prior work is likely relevant because it involves Heavy Lift Transporter (HLT) component rebuilds (cylinders), which aligns with the current modernization scope that replaces major HLT components and systems while retaining certain serviceable subsystems.
