This Solicitation (SIR) is for Snow Removal and Grounds Maintenance Services for the Olathe, KS ZKC Air Traffic Control Tower (ATCT), OSS/OCC and Child Care Facility to be completed as required in the Performance Work State,emt (PWS) that is located as attachment J-1 of the attached Solicitation 697DCK-26-R-00289. This acquisition is set aside for small business. The principal North American Industry Classification System (NAICS) code applicable to this effort is 561730 Landscaping Services. The resulting award will be Firm-Fixed Price Contract. Summary: Background The Federal Aviation Administration (FAA) is issuing this solicitation for Snow Removal and Grounds Maintenance Services at the ZKC Air Traffic Control Tower (ATCT), OSS/OCC, and Child Care Facility located in Olathe, KS. The goal of this contract is to ensure that the facilities are maintained in a safe and operational condition during winter weather conditions and throughout the year. Work Details The contractor shall provide all labor, supervision, equipment, tools, materials, and transportation necessary for snow removal and grounds maintenance services. Specific tasks include: 1. Snow Removal and Deicing Services at the ZKC Air Route Traffic Control Center (ARTCC) Compound for the following periods: - Base Year from October 1st, 2026 to September 30th, 2027; - Option Year 1 from October 1st, 2027 to September 30th, 2028; - Option Year 2 from October 1st, 2028 to September 30th, 2029; - Option Year 3 from October 1st, 2029 to September 30th, 2030; - Option Year 4 from October 1st, 2030 to September 30th, 2031. The contractor must also perform Grounds Maintenance Services at the same locations with similar option years as specified above. Period of Performance Base Year: October 1st, 2026 to September 30th, 2027; Option Year 1: October 1st, 2027 to September 30th, 2028; Option Year 2: October 1st, 2028 to September 30th, 2029; Option Year 3: October 1st, 2029 to September 30th, 2030; Option Year 4: October 1st, 2030 to September 30th, 2031. Place of Performance Olathe, KS at the following addresses: -250 S Rogers Rd -280 S Rogers Rd -300 S Rogers Rd Bidder Requirements Bidders must demonstrate relevant experience by providing a list of at least three successful contracts for similar services within the past five years. They must also submit three Customer Satisfaction Surveys (CSS) from third-party references. Additionally, bidders are required to have liability insurance as specified in Section I of the solicitation. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior FAA awards at the same ZKC facilities in Olathe, KS. Brown Brothers Lawn Care (697DCK21C00358, $246,600; 10/01/21–09/30/26) performed snow removal and deicing services, and Sanford Federal (697DCK22C00014, $124,900; 10/01/21–09/30/26) performed ZKC lawn maintenance during the same timeframe.
