START Bus Shared Mobility Programs: Vanpool, Car Share, Bike Share, Guaranteed Ride Home

A recent meeting document Teton County - START Board Regular Meeting Packet - 2026-05-28 indicates a future potential acquisition START will implement several shared mobility programs to complement fixed-route and On-Demand transit. The vanpool program (already funded, managed by Teton County) will launch in FY27, providing leased vans for groups of six or more commuters, with flexible scheduling and fare parity with commuter bus service. A car share program (to be managed by Teton County, potentially using electric vehicles) will be studied and piloted in FY27, targeting seasonal employees and low-income residents. A guaranteed ride home program (subsidized taxi or car share rides for emergencies) will also be implemented in FY27 for commuter and vanpool users. The bike share program, previously managed by Friends of Pathways, will be restudied in FY27 with possible relaunch in FY29, including both traditional and e-bikes. These programs will require consulting services for feasibility studies, vendor selection for vehicle/equipment provision, technology platforms, and ongoing management/operations contracts.
