Background

The State of Maryland, through the State Highway Administration (SHA), is issuing this Invitation for Bids (IFB) for the replacement of noise abatement barrier doors and frames, along with associated hardware, at various locations in Baltimore and Harford Counties. The goal of this contract is to enhance public safety and improve the effectiveness of noise abatement measures along highways.

Work Details

The contractor will be responsible for furnishing and replacing access doors and frames for noise abatement walls, as well as deadbolts in existing doors. Specific tasks include: 1. Removal of existing doors, jambs, hardware, etc., and installation of new fiberglass doors, frames, locksets, and necessary hardware. 2. Providing temporary barriers over door openings when replacements cannot be completed by the end of the workday. 3. Ensuring that all materials used are approved by the Engineer and conform to specified requirements including fiberglass construction suitable for exterior applications. 4. All new doors must match existing sizes unless otherwise approved by the Engineer and must carry a 25-year manufacturer’s warranty.

Period of Performance

The contract duration is from July 1, 2026, to June 30, 2028, totaling approximately 23 months and 29 days.

Work will be performed at various locations in Baltimore and Harford Counties.

Bidder Requirements

Bidders must have a minimum of two years of experience in related construction work. There are no specific MBE/DBE participation goals set for this contract. Bidders must also comply with insurance requirements including commercial general liability coverage of $1 million per occurrence and workers' compensation insurance.
