The U.S. Coast Guard Yard requires services to perform ultrasonic side scan testing for upcoming vessels scheduled for the U.S. Coast Guard Yard availability. The work consist of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, planning, and other items necessary to perform ultrasonic side scan testing services as defined in the attached Statement of Work (SOW), except for those items specified as Government furnished property and services. This is a non-personal services requirement to be performed at the U.S. Coast Guard Shipyard, 2401 Hawkins Point Road, Baltimore, MD. Performance shall take place on vessels in dry-dock. The Government anticipates awarding one (1) Requirements contract with fixed price task orders, for one (1) 12-month base period and four (4) 12-month option periods as a result of this solicitation. The due date for receipt of quotations is 2:00 PM EST on June 18, 2026. Quotations received after this deadline shall not be considered. All responsible sources may submit a quotation which, if timely received, shall be considered by the Agency. This requirement is being solicited as 100% Small Business Set-a-Side. Background The U.S. Coast Guard Yard, operated by the U.S. Coast Guard (USCG), is a full-service shipyard that services the needs of the USCG fleet and other government agencies. The yard requires Ultrasonic Side Scan Testing Services for various vessels scheduled for availability, including but not limited to the 327’ Barque Eagle and 270’ Medium Endurance Cutters. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, planning, and other items necessary to perform ultrasonic side scan testing services as defined in the Statement of Work (SOW). Services include conducting a 'Scanning Crawler Automated Test' of the vessel's underwater hull, freeboard plating, decks, tanks, and other areas for metal corrosion and deterioration. Specific tasks include: - All scanning operations must be performed by personnel certified under ASNT CP-189. - An ASNT Level III Certified Analyst must oversee the project and evaluate all data collected. - Scanning parameters include highlighting areas with wastage greater than or equal to 25% in red (repair areas), 15% to 24% in yellow, and less than 15% in green. - Average paint coating thickness must be measured with specified random readings. - Hull markings must be made with a paint pen. - Handheld UT readings are required to verify deteriorated metal areas found with side scan equipment.
