Medical Support Assistant (MSA) Support Services This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. 1. 2. Description of Requirement The National Institutes of Health (NIH), Clinical Center, Patient Support Services Department (PSSD), requires contractor support services for Twenty-Five (25) Medical Support Assistants (MSAs) and One (1) Program Manager to support admissions, reception, scheduling, patient travel processing, customer service operations, and administrative support activities within the NIH Clinical Center. 3. Scope of Services - Customer service and patient reception support - Patient scheduling and admissions processing - Patient travel voucher processing - Administrative and reporting support - Clinical support activities - Staffing continuity and coverage support - Program management oversight 4. Contract Line-Item Numbers (CLINs) See attached excel sheet for CLIN structure 5. Instructions to Offerors - Offerors shall submit separate technical and business quotations. - Technical quotations shall not exceed five (5) pages. - Business quotations shall include fully burdened hourly labor rates. - Quotations shall be based on a 1,920-hour work year per full-time employee. - Offerors shall provide resumes for proposed personnel. - Offerors shall provide a management approach describing staffing continuity, communication, retention, and contingency staffing procedures. - Offerors shall identify personnel authorized to negotiate on behalf of the company. 6. Evaluation Criteria Award will be made to the responsible Offeror whose quotation represents the best value to the Government. Technical factors, when combined, are equal to or more important than price.
