Potential Expansion of Food Waste Composting Infrastructure

A recent meeting document Riley County - Agenda Packet - 2026-04-30 indicates a future potential acquisition The Master Food Plan (MFP), adopted by both city and county, includes as a key infrastructure goal: 'Assess the feasibility of city or county-sponsored composting facility to provide the infrastructure needed to implement residential, commercial, and industrial composting programming.' The Plan also calls for analyzing the feasibility of expanding the solid waste resolution to include food waste composting for all customer classes. While the County currently elects to continue only minor improvements to the compost facility, the Plan indicates ongoing monitoring of trends and a readiness to expand if warranted. This could lead to future consulting, engineering, or design-build contracts for expanded composting infrastructure, collection systems, or public-private partnerships.
