Petroleum Storage Tank Testing and Inspection Services

Background

Sarasota County, a political subdivision of the State of Florida, is seeking a contractor to provide testing, retesting, and inspection services for County-owned storage tank systems that contain petroleum products such as gasoline, diesel fuel, diesel exhaust fluid, and motor oil. The goal of this contract is to ensure compliance with applicable regulations and maintain the functionality of these storage systems.

Work Details

The contractor will provide annual and three-year testing and retesting services for both above-ground storage tanks (AST) and underground storage tanks (UST). Specific tasks include:

Annual Testing for USTs

operability testing of release detection devices, overfill protection devices, leak detection sensors, line leak detectors, and hydrostatic testing of spill buckets.

Annual Testing for ASTs

operability testing of release detection devices and line leak detectors.

Three-Year Integrity Testing for USTs

includes dispenser sumps, double-walled spill buckets, line secondaries, piping sumps, storage tanks, and submersible turbine pump sumps. - Retesting services are required if any tests fail. Expedited testing may be required for compliance with state regulations. Reporting services must be provided within two weeks post-testing.

Period of Performance

The anticipated initial contract term is three years.

Place of Performance

Services will be performed at various locations throughout Sarasota County where the storage tanks are situated.

Bidder Requirements

Offerors must provide at least two verifiable references demonstrating experience in petroleum storage tank testing and inspection services within the past seven years. At least one reference must be from a governmental institution.
