Sources Sought / RFI / Notice of Intent to Sole Source The Government is seeking information from industry regarding the Joint Human Domain Integration Training Program for the 95th CA BDE (SO) (A). Please see the attached Sources Sought / RFI and Draft PWS for full requirement details. The Government currently intends to award this requirement as a sole-source to Obsidian Solutions Group, LLC; however, vendors are invited to respond to this notice to assist the Government in its final market research determination. Note: Responses must explicitly address the capability requirements and security constraints listed in the attachments. All responses are due by 9:00 EDT on 29 May 2026.

Background The Government is seeking information from industry regarding the Joint Human Domain Integration Training Program for the 95th Civil Affairs Brigade (Special Operations) (A). The intent is to award this requirement as a sole-source to Obsidian Solutions Group, LLC, but vendors are invited to respond to assist in final market research determination. This initiative aims to enhance operational readiness and effectiveness of Special Operations Forces (SOF) through comprehensive training and integration of human domain analysis into military operations. Work Details The contractor shall provide services in support of SOF Joint Network Development within the Multi-Domain Environment. Key tasks include: delivering senior-level instruction on network analysis and targeting, mobile force protection, cultural and language support, and conducting tabletop exercises (TTXs) for military personnel assigned to the 95th CA BDE. The contractor must demonstrate on-site execution capabilities at Fort Bragg, NC, with logistical support for immediate daily instruction. Instructors must have extensive SOF backgrounds and experience with the Joint Human Domain Integration/JNAT program. The curriculum must exceed standard commercial training by integrating tactical-level scenario development and practical applications specific to SOF units. The vendor must also show adaptability of methodologies to specific Geographic Combatant Command regions without lengthy curriculum development phases.
