Background The Naval Oceanographic Office (NAVOCEANO) is seeking to enhance its capabilities in ocean floor mapping through the use of contractor-owned long-endurance Unmanned Surface Vehicles (USVs). The goal is to improve the efficiency and safety of hydrographic data collection, which supports Safety of Navigation (SoN) for Fleet operations and enhances situational awareness. The contract will provide high-resolution ocean floor mapping services globally, addressing the Navy's need for timely data collection in various ocean regions. Work Details The contractor shall provide a comprehensive, contractor-owned, contractor-operated, government augmented (COCOGA) service using long-endurance USVs for high-resolution ocean floor mapping. Key tasks include: 1. Conducting bathymetric surveys from 200 meters to full ocean depth and seamount surveys up to approximately 4000 meters. 2. Gathering a minimum of 2000 linear nautical miles of International Hydrographic Organization (IHO) Order 1a compliant survey data per month, ensuring data integrity with end-to-end encryption. 3. Providing a remote interface over the Non-classified Internet Protocol Router Network (NIPRNET) for real-time monitoring by NAVOCEANO Subject Matter Experts (SMEs). 4. Managing all equipment necessary for mission execution, including preventative and emergent maintenance. 5. Coordinating all logistics related to survey operations, including port services and compliance with maritime laws. 6. Delivering processed data in specified formats, including raw sensor data and final hydrographic surfaces. Period of Performance The period of performance for this contract is anticipated to be 24 months, commencing on or about August 1, 2026.
