2026 Flagging & Traffic Control Services

Background

The Clark Regional Wastewater District is issuing a Request for Quotation for Flagging and Traffic Control Services for the year 2026. The District's mission includes ensuring public safety and maintaining efficient traffic flow during construction and maintenance activities. The goal of this contract is to provide qualified traffic control personnel, equipment, and transportation at various locations throughout the District service area, ensuring the safety of workers, the public, and property.

Work Details

The Contractor shall furnish and provide qualified traffic control personnel, equipment, and transportation as needed. Specific tasks include: 1. Developing traffic control plans when required. 2. Providing adequate safeguards, safety devices, protective equipment, and other necessary actions to protect life, health, and safety. 3. Supplying flaggers for straight time and overtime hours as specified in the bid form. 4. Providing trucks and equipment including signs and cones as detailed in the bid items. 5. Preparing traffic control plans for each work site that requires them. 6. Ensuring all services comply with the latest WSDOT adopted edition of the Manual on Uniform Traffic Control Devices (MUTCD).

Period of Performance

The contract will be performed throughout 2026 with specific work schedules determined by individual work orders issued by the District.

Place of Performance

Services will be performed at various locations throughout Clark County, Washington.

Bidder Requirements

Bidders must have a current certificate of registration as a contractor in compliance with Washington state laws. They must also possess a Washington Unified Business Identifier (UBI) number before contract award. Additionally, bidders are required to have industrial insurance coverage for employees working in Washington and must comply with prevailing wage laws as outlined in Chapters 39.12 and 49.28 RCW.
