DESCRIPTION OF REQUIREMENT

The Department of the Air Force intends to award a sole source contract to Peraton Corporation for Open System Common Environment (OS/COMET) software license maintenance in support of the Integrated Satellite Control System (ISCS) for Delta 8/10 SOPS. The requirement includes OS/COMET software license maintenance to include all software patches, upgrades, new version releases, licensing files and documentation for the software titled OS/COMET to support all 10 SOPS satellite constellations, networks, and software installations. Maintenance shall include technical support via telephone, email, and, if necessary, on-site at 10 SOPS to resolve emergency OS/COMET software maintenance related issues preventing 10 SOPS from meeting operational satellite requirements. The DELTA 8/10 SOPS is responsible for the operational management of ISCS which provides telemetry and commanding of the following fleet communication satellites: FLTSAT, UFO, and Mobile User Objective System (MUOS). ISCS is an OS/COMET based architecture which runs on Solaris Operating System and Oracle servers.

SOLE SOURCE JUSTIFICATION

This acquisition is being conducted on a sole source basis to Peraton Corporation under the authority of RFO 6.103-1 (Only One Responsible Source) and 10 U.S.C. 3204(a)(1). Peraton Corporation is the original equipment manufacturer (OEM) of the OS/COMET software and is the only source with proprietary rights to the OS/COMET software design and source code. No other company can provide OS/COMET updates and patches or technical support. A sources sought notice was posted on SAM.gov under notice ID FA255026QXXXXX from 15 April 2026 through 21 April 2026. No responses were received, confirming that there are no other sources or authorized resellers for this requirement.

RESPONSE TO THIS NOTICE

This is a presolicitation notice only. No quotes or proposals are being requested at this time. A solicitation will be issued directly to Peraton Corporation as the sole source contractor. This notice is being posted to satisfy the requirements of RFO 5.101 for acquisitions using the authority at RFO 6.103-1. Interested parties may submit capability statements or information relevant to this requirement; however, this is a sole source acquisition and the Government does not intend to award to any other contractor.
