Background The National Park Service (NPS) is issuing this solicitation for the maintenance and restoration haul out of the National Historic Landmark (NHL) full rigged ship Balclutha, located at the San Francisco Maritime National Historical Park in San Francisco, California. The goal of this contract is to perform necessary ship husbandry that cannot be conducted while the vessel is in the water or at its berth. This solicitation is open to all vendors without set-aside restrictions. Work Details The contractor will be responsible for the haul out of the Balclutha, which includes: - Preparation of the vessel and systems for transit from Mare Island Naval Shipyard to the contractor facility (requiring USCG approval); - Thorough cleaning and inspection of the vessel; - Routine hull preparation and coatings; - Regular cyclic maintenance to ship systems and components; - Cleaning, repairing, preparing, and applying coatings to the hull, bulwarks, spars, decks, and all appurtenances; - Servicing through hull valves and emergency bilge pumping systems; - Renewing cathodic protection components; and - Conducting a thorough inspection of all spaces not visible prior to haul out. Optional work may include repairs identified during inspections such as steel renewal, additional space preparations, carpentry repairs to decking, caulking, and potential replacement of forecastle deck and main deck deckhouse if funding allows. Period of Performance The period of performance for this contract will be from September 1, 2026, to August 31, 2027. The work is expected to take approximately 120 days from the date of haul out at a commercial shipyard facility. Place of Performance The contract will be performed at a commercial shipyard facility located along or adjacent to navigable waters of San Francisco Bay and Delta.
