Area Agency on Aging (AAA) Service Model Review

Background

The County of Ventura is seeking proposals for Area Agency on Aging (AAA) Service Model review services. The goal is to analyze and provide recommendations for the current AAA model, ensuring continuity of services, protecting service quality, and identifying opportunities for improvements. This initiative follows direction from the Board of Supervisors on March 3, 2026, in response to community concerns regarding potential risks associated with transitioning AAA programs to a non-County entity.

Work Details

The consultant will conduct an analysis of the current AAA model and propose future-state options. Key tasks include evaluating service delivery models for their implications on service continuity, quality assurance, accountability systems, accreditation status, and compliance with state and federal requirements. The consultant must identify potential failure points and recommend mechanisms to ensure uninterrupted high-quality service delivery. Required qualifications include expertise in public sector organizational and fiscal analysis, experience with human services programs, knowledge of federal and state funding frameworks (including the Older Americans Act), experience evaluating outsourcing models, and strong financial modeling skills.

Period of Performance

The contract will commence in July 2026 and continue until June 30, 2027.

Place of Performance

Services will be performed in Ventura County.
