Background The contract is issued by the Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC MIDLANT) for performing munitions response program support at Nomans Land Island, Chilmark, MA. The primary objective is to conduct a Limited Munitions and Explosives of Concern (MEC) Surface Clearance due to the historical use of the island as a practice bombing range from 1943 to 1996. The Navy has conducted previous clearance actions and ongoing operations are required to address munitions items that have surfaced due to erosion and frost heave. The property is now managed by the U.S. Fish and Wildlife Service (USFWS) as a wildlife refuge and is closed to public access. Work Details The contractor will perform all tasks necessary for a Limited MEC Surface Clearance including: conducting a detector-aided visual MEC surface clearance of accessible areas; inspecting, certifying, verifying, demilitarizing, and disposing of all MEC items offsite. Specific work elements include project management and administrative support, project plans development (including an Explosive Safety Submission and Quality Assurance Project Plan), mobilization and setup activities, fieldwork for MEC surface clearance, transportation and disposition of munitions debris, site restoration including installation of warning signs, demobilization after project completion, and post-construction deliverables such as waste manifests and project completion reports. All work must comply with applicable federal regulations including CERCLA and local environmental laws. Period of Performance The contract will be performed over a period starting from the kickoff meeting until the task order completion date of July 31, 2029.
