Background

The Illinois Department of Healthcare and Family Services (HFS) Child Support Services (CSS) is seeking to modernize its Child Support Automation and Innovation for Modernization (CS AIM) project. This initiative aims to replace the outdated Key Information Delivery System (KIDS) with a more efficient system based on the Florida Child Support Automated Management System (CAMS). The goal of this contract is to provide Independent Verification and Validation (IV&V) services to ensure the successful development and implementation of the new child support information system.

Work Details

The IV&V Vendor will be responsible for providing independent verification and validation services for the CS AIM Project, which includes: 1. Developing an IV&V Management Plan for approval by OCSE and HFS, including team structure, schedules, deliverables, and IV&V checklist components. 2. Providing monthly status reports on contract status and deliverables. 3. Conducting an initial assessment of the CS AIM Project within 45 days of contract execution, including onsite reviews, interviews with project teams, and documentation analysis. 4. Performing periodic IV&V Project Reviews quarterly after the initial review, with detailed reporting requirements. 5. Preparing Deliverable Observation Reports (DOR) upon request, addressing specific review requests such as network capacity or compliance. 6. Maintaining a project document archive for each IV&V Review. 7. Adhering to IV&V Format and Content Reporting Requirements as specified in the OCSE IVV Statement of Work Template.

Period of Performance

The contract has an initial term of two years with options for renewal up to a maximum total term of ten years. Specific milestones include submitting the IV&V Management Plan within 30 days of contract execution and conducting periodic reviews every quarter.

Place of Performance

The primary location for onsite review activities will be Springfield, IL, where the vendor will perform two weeks of onsite reviews each quarter.

Bidder Requirements

Bidders must demonstrate experience as an IV&V Vendor supporting child support programs with at least three large-scale business process implementation projects in the past ten years. They must also provide evidence of continuous operation for at least five years prior to bid submission. Key personnel qualifications include certifications such as Project Management Professional (PMP), relevant experience in child support systems, and adherence to federal planning documents.
