The McHenry County Department of Health (MCDH) is seeking to update its strategic plan, originally created in 2023, to guide its operations through 2029. This initiative aims to enhance the department's ability to deliver integrated health services and advocate for public health policies. MCDH has a long history of providing public health services and education, serving a population of approximately 310,229 across an area of 611 square miles in Illinois. The department operates with a budget of around $8.1 million and employs over 130 staff members.
The selected consultant will be responsible for updating the strategic plan by conducting an environmental review that includes: assessing the current strategic direction, reviewing existing materials related to programs and stakeholder engagement, gathering and analyzing relevant data, conducting internal assessments and interviews with board members and staff, performing a SWOT analysis, and ensuring stakeholder engagement throughout the planning process. The final deliverable will be a robust three-year strategic plan that aligns with MCDH's mission and vision, which will be presented to the Board of Health in November 2026.
The contract will commence upon award in July 2026 and will conclude with the presentation of the updated strategic plan in November 2026.
The services will be performed within McHenry County, Illinois.
Bidders must demonstrate experience in public health strategic planning and stakeholder engagement. They are required to submit electronic proposals that include a cover letter, project understanding/approach summary, key staff resumes, examples of similar projects completed within the last five years, and a pricing proposal. Additionally, bidders must comply with all applicable local ordinances regarding procurement.
