Code Revision Services for Chapters 15, 16, and Related Updates to Chapter 17

Background

The City of McDonough, Georgia, through its Community Economic Development Department, is seeking proposals from qualified firms to provide Code Revision Services for Chapters 15, 16, and related updates to Chapter 17 of the City’s Code of Ordinances. This initiative aims to enhance the clarity, usability, organization, and enforceability of the regulatory code provisions while ensuring consistency with the recently adopted Zoning Ordinance (Chapter 17). The project is critical as Chapters 15 and 16 have not been updated in approximately twenty years, leading to outdated and unclear provisions that need modernization to align with current municipal practices.

Work Details

The selected consultant will perform a comprehensive evaluation and restructuring of Chapters 15 and 16, including: 1. Project Initiation and Kickoff: Confirm project objectives and develop a detailed project schedule. 2. Comprehensive Code Assessment: Review existing code provisions for outdated or conflicting language. 3. Code Restructuring and Reorganization: Develop a user-friendly format for the code. 4. Drafting and Rewrite of Chapters 15 and 16: Create clear and concise language suitable for enforcement. 5. Coordination with Chapter 17 Zoning Ordinance: Ensure alignment with zoning regulations. 6. Main Street District Regulatory Development: Draft provisions supporting economic development initiatives. 7. Targeted Amendments to Chapter 17: Prepare amendments as necessary for consistency. 8. Stakeholder Engagement: Coordinate meetings with City staff and stakeholders throughout the project. 9. Adoption and Implementation Support: Assist in the formal review process and prepare final ordinance-ready documents.

Period of Performance

The anticipated duration of the project is approximately twelve (12) months, with a potential extension up to eighteen (18) months depending on project complexity.

Place of Performance

The services will be performed in McDonough, Georgia.

Bidder Requirements

Proposers must comply with all applicable federal, state, and local laws during service performance. They are required to submit proof of business registration, evidence of required insurance coverage, and any additional documentation specified by the City prior to contract award.
