This notice provides public availability of the approved Justification and Approval for other than full and open competition for Contract No. GS-02F-142BA / 70FA3126F00000031 , awarded to ESi/Juvare for the Unified Command Platform Crisis Management System (CMS) SaaS. This posting is made in accordance with FAR 6.305 and FAR 5.406. FEMA intends to award a firm-fixed-price, sole-source contract under NAICS 541511 to ESi/Juvare for a commercial Software-as-a-Service (SaaS) solution, the Unified Command Platform, to serve as FEMA's enterprise Crisis Management System. The SaaS solution will provide hosting in a FedRAMP High (Impact Level 4) environment, system operations and maintenance, cybersecurity and patch management, elastic scaling, configuration and migration of FEMA's existing CMS workflows and data, and user support for approximately 28,000 users nationwide. Background The Federal Emergency Management Agency (FEMA) intends to award a firm-fixed-price, sole-source contract to ESi/Juvare for a Software-as-a-Service (SaaS) solution known as the Unified Command Platform. This platform will serve as FEMA's enterprise Crisis Management System. This decision follows a recent Business Analysis indicating that transitioning to a SaaS model with the current proprietary vendor is the most cost-effective and timely approach to maintain mission continuity and meet operational needs. The Crisis Management System is essential for managing disaster response operations across various levels of government and non-governmental organizations. Work Details The Unified Command Platform will provide hosting in a FedRAMP High environment, system operations and maintenance, cybersecurity and patch management, elastic scaling, configuration and migration of existing workflows and data, and user support for approximately 28,000 users nationwide. The platform supports Incident Action Planning, situational awareness, resource tracking, and ensures timely access to critical information for decision-makers during disaster response. It includes advanced data exchange capabilities that enhance collaboration among federal, state, local, tribal, territorial, and non-governmental partners. Period of Performance The contract includes a base period and option periods extending through December 2025. Place of Performance The services will be performed in a cloud-based environment authorized under the Federal Risk and Authorization Management Program.
