Background

The State of Arkansas, through the Department of Human Services (DHS), is issuing this Invitation for Bid (IFB) to obtain pricing and contracts for Community Mental Health Center (CMHC) services across four designated regions. The DHS aims to improve accessibility, availability, quality, and accountability of mental health services in Arkansas. This solicitation focuses on unawarded regions to ensure comprehensive mental health support for individuals with serious mental illness (SMI) and those without insurance.

Work Details

The awarded contractors will provide a range of CMHC services including crisis screenings, stabilization services, and support for SMI adults and uninsured individuals. Key responsibilities include: 1. Performing crisis intervention and stabilization services 24/7/365. 2. Conducting assessments by licensed Mental Health Professionals (MHPs) for suicide risks and grave disabilities. 3. Providing telemedicine services that comply with HIPAA regulations. 4. Ensuring post-crisis follow-up care within specified timeframes. 5. Collaborating with local resources to facilitate access to necessary services such as health insurance enrollment and community resources. 6. Maintaining documentation of all services provided, including crisis service reports and client progress notes.

Period of Performance

The anticipated start date for the contract is July 1, 2026, with an initial term of one year, extendable up to six additional one-year terms based on mutual agreement.

Place of Performance

Services will be performed in four designated regions in Arkansas as specified in the solicitation documents.

Bidder Requirements

Prospective contractors must be enrolled Medicaid providers, possess current Behavioral Health Agency or Community Support Service Provider certifications, and have non-profit status as required by Arkansas law.
