Print and Mailing Services for MS Department of Employment Security

Background

The Mississippi Department of Employment Security (MDES) is a federally funded state agency responsible for administering employment security programs under the direction of the governor of Mississippi. MDES oversees labor functions and the Unemployment Insurance division, aiming to expand employment, improve workforce skills, and enhance productivity in Mississippi. This Request for Proposals (RFP) seeks to establish a contract for comprehensive print and mailing services from qualified vendors.

Work Details

The selected vendor will provide comprehensive design, print, and direct mail services including: 1. Designing, printing, labeling, sorting, and bulk mailing of various documents such as Unemployment Insurance checks, forms, reports, stuffers, labels, calendars, catalogs, guides, brochures, and booklets in both black and white and color. 2. Accepting files in various formats including raw data feeds and proprietary formats such as Adobe PDF. 3. Meeting mailing service levels as determined by MDES requests. 4. Providing a Project Manager at no cost to MDES for the transition of services. 5. Managing inventory of materials for contracted print and mail services including procurement and storage of printing stock (checks), envelopes, and related supplies. 6. Providing programming services to meet or exceed current MDES printing and mailing requirements using application data files. 7. Ensuring compliance with postal addressing standards and providing documentation for CASS certification.

Period of Performance

The contract will be effective from September 27, 2026, for a period of three years with an option to extend for an additional two years at the discretion of MDES.

Place of Performance

The services will be performed at the vendor's facility capable of meeting the requirements set forth by MDES; specific geographic locations are not detailed in the solicitation.

Bidder Requirements

Vendors must demonstrate: 1. At least ten years of experience in printing & mailing services at a similar scale. 2. Adequate resources and facilities to perform requested services including secure workspaces and appropriate equipment. 3. Financial stability evidenced by independently audited financial statements or alternative proof if audits do not exist. 4. Two references for similar work. 5. Compliance with insurance requirements including minimum coverage levels for workers' compensation and liability insurance.
