Full-Service Print, Mail, and Distribution Service Contractor

Background

The Pennsylvania State System of Higher Education is issuing this Request for Proposals (RFP) to solicit proposals from qualified contractors to provide full-service print, mail, and distribution services for the West Chester University Magazine. The magazine will be published three times a year, with a total of 60,000 copies per issue. West Chester University (WCU) serves over 17,500 students and offers more than 180 undergraduate and graduate degrees. The goal of this contract is to ensure high-quality production and distribution of the university's magazine to enhance communication with its stakeholders.

Work Details

The contractor will be responsible for the following services: 1. Printing and mailing of the West Chester University magazine, which includes three issues per year (Fall, Spring, Summer), each consisting of 60,000 copies. 2. Each issue will have a page count of 32 pages (28+4 self-cover), with specifications including: - Finished size: 8.5" x 11" - Stock: 70lb #3 free sheet gloss, minimum brightness of 88 and opacity of 92 - Binding: saddle stitch - Ink: four-color process (CMYK) throughout 3. Mailing services including list preparation (de-duplication, CASS certification, NCOA), inkjet addressing and barcoding on the outside back cover, sorting and bundling for USPS using WCU's non-profit standard mail permit. 4. Delivery of advance copies to WCU Office and warehouse copies. 5. A detailed production schedule must be provided by the printer outlining all critical dates related to each issue.

Period of Performance

The contract will commence upon execution and is expected to last for five years.

Place of Performance

Services will primarily be performed at West Chester University of Pennsylvania.

Bidder Requirements

Offerors must demonstrate at least five years of experience providing similar services to higher education institutions. They must also certify that they are not under suspension or debarment by any government entity and are not tax delinquent in Pennsylvania.
