Background

The University of Maryland Eastern Shore (UMES), a historically Black 1890 Land-Grant Institution, is seeking proposals for Veterinary Medicine Consulting Services. The university aims to establish a School of Veterinary Medicine that will offer a Doctor of Veterinary Medicine (DVM) degree, aligning with its mission to provide high-quality academic programs and contribute to workforce needs while increasing diversity in the veterinary profession. This initiative represents the first veterinary school in Maryland and at a public HBCU, with an accreditation site visit scheduled for June 2026.

Work Details

The selected consulting firm or team will provide strategic guidance, document development, and project management support through the AVMA Council on Education accreditation process. Responsibilities include: - End-to-end accreditation support for AVMA COE standards. - Lead advisory on accreditation readiness and strategy. - Development, editing, and alignment of all accreditation documents. - Conducting gap analyses and assisting with mock site visits. - Advising on curriculum alignment with accreditation standards. - Supporting outcomes assessment and continuous improvement processes. - Providing guidance on faculty, facilities, and clinical resources compliance. - Preparing stakeholders for site visits through training. - Advising on risk mitigation strategies related to accreditation. - Managing development and implementation of corporate partnerships to support the veterinary program. Deliverables include comprehensive accreditation documentation, project plans, gap analysis reports, mock site visit reports, ongoing advisory reports, collaborative partnership agreements, and infrastructure needs assessments.

Period of Performance

The contract will be awarded for an initial term of three (3) years with an option to renew for two (2) additional years at the University's discretion.

Place of Performance

The services will be performed at the University of Maryland Eastern Shore located in Princess Anne, Maryland.

Bidder Requirements

Consultants must have a minimum of 10 years of experience in veterinary medical education issues and demonstrated involvement in multiple AVMA COE accreditation processes. They should possess degrees in Veterinary Sciences or related fields and have experience in administration of a Veterinary Medicine program. The consultant must also demonstrate expertise in curriculum mapping and outcomes assessment aligned with AVMA standards.
