The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Rees Scientific for the purchase service and support for a REES Scientific Centron environmental monitoring system. This contract is expected to have a period of performance of one (1) base year and four (4) option years, with a total period of performance of 2026 - 2031. This non-personal service requirement seeks a vendor that can perform routine maintenance and upgrades to the existing automated temperature monitoring and notification infrastructure at the SWFSC. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. The Southwest Fisheries Science Center (SWFSC) is the research arm of NOAA's National Marine Fisheries Service, focusing on marine biological, economic, and oceanographic research. The goal of this contract is to ensure the maintenance and upgrades of the automated temperature monitoring system critical for the preservation of marine resources. Work Details The contractor will perform routine maintenance and upgrades to the existing automated temperature monitoring and notification infrastructure at SWFSC. Specific tasks include: 1) Migrating the SWFSC monitoring system to a new cloud-based monitoring system; 2) Providing a one-year onsite service contract on Rees Scientific Centron nodes, panels, and sensors, including 24-hour technical support; 3) Upgrading current firmware from V2-Net/V2-CRD to Z3 protocol and Centron software; 4) Replacing existing V2 batteries; 5) Performing software upgrades that include installation of the Rees Centron application upgrade, database SQL Server upgrade installation, and database migration on SWFSC provided hardware.
