Synopsis: NASA/NSSC has a requirement for Operations and maintenance of equipment. NASA/NSSC intends to issue a sole source contract to University of Hawaii under the authority of FAR 12.102(a). It has been determined that University of Hawaii 2425 Campus Rd Sinclair RM 1 Honolulu Hawaii 96822 2247 United States is the sole provider of Operations and maintenance of equipment NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Kennedy Space Center (KSC). The Government intends to acquire Non-Commercialitems or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercialy The NAICS Code for this procurement is 611310. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 4/24/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Background NASA/NSSC has a requirement for operations and maintenance of equipment, specifically for NASA’s Plant X biomanufacturing facility. The contract will be issued to the University of Hawaii, which has been determined to be the sole provider for these services. The performance will take place at NASA/Kennedy Space Center (KSC). Work Details The University of Hawaii will provide operation, maintenance, testing, and evaluation of NASA’s Plant X biomanufacturing facility located in a housing community in eastern Oahu. The tasks include: 1. Assist KSC and DEVCOM with site preparation and installation of Plant X, including shipping and site integration layout and setup of a retention tank. 2. Oversee the operation of Plant X with provided SOPs, drawings, and training from NASA/KSC. 3. Perform scheduled maintenance, repair, and troubleshooting on Plant X according to NASA's maintenance plans, including solar panels and reactors. 4. Conduct water quality (WQ) testing on influent wastewater from NEWgenerator, irrigation water within Plant X, and product chemistry from bioreactors, covering various parameters such as TSS, turbidity, PFAS, etc. 5. Evaluate crop growth and health in Plant X focusing on cotton production. 6. Assist with decommissioning or handover of Plant X at project end. 7. Prepare and present a report on the pilot demonstration including performance data and lessons learned. 8. Participate in weekly project status calls with USF, NASA, and other parties.
