The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is soliciting proposals to acquire services of a qualified Vendor(s) to provide Emergency Bulk Water Services throughout the State of North Carolina, on an as needed, emergency response basis. NCEM is a government organization that administers state and federal emergency management programs enabled by the Federal Stafford Act and Chapter 166A of the North Carolina General statutes. This All-Hazard Contract is therefore required to meet both small scale and large-scale needs, as well as to address short and long-term distribution system disruptions. Based on emergency need, the State may require multiple sites and temporary infrastructure support. In order to meet requirements during disasters and other emergencies, the North Carolina Division of Emergency Management (NCEM) is seeking proposals to establish a three (3) year Agency Contract. The intent of this solicitation is to award an Agency Specific Contract.

The contract aims to establish a reliable source of bulk water to support impacted communities and critical infrastructure during emergencies, ensuring rapid deployment and compliance with health and safety standards. Work Details The vendor will provide emergency bulk potable and non-potable water services activated by NCEM during public water infrastructure failures or interruptions. Key requirements include: - Supply, transport, and distribution of bulk water to designated locations on an 'as-needed' basis. - Compliance with the North Carolina Safe Drinking Water Act for all water sources used. - Delivery within 12 to 24 hours after a purchase order is received. - Regular reporting on daily usage, including volumes delivered and distribution sites served. - All water contact surfaces must be stainless steel compliant with AISI standards. - The vendor must maintain operational readiness and provide real-time updates on deployment status during emergencies. Period of Performance The contract will have an initial term of three (3) years, beginning on the date of final contract execution. Place of Performance Services will be performed throughout the State of North Carolina at various designated locations as determined by NCEM during activation events. Bidder Requirements Vendors must be registered in good standing with the North Carolina Secretary of State. They are required to demonstrate financial stability, experience with similar projects, and compliance with HUB participation goals (10% utilization of diverse firms). Vendors must also complete necessary attachments including cost proposals, certifications of financial condition, and customer reference forms.
