Background The USDA Forest Service is issuing this solicitation for the operation and maintenance of the Hardin Ridge Wastewater Treatment Plant located in the Hoosier National Forest, Heltonville, Indiana. This facility serves a 210-site campground and is crucial for maintaining environmental standards and recreational opportunities such as camping, boating, swimming, and fishing. The contract aims to ensure the wastewater treatment plant operates efficiently and complies with all regulatory requirements. Work Details The contractor will perform various tasks related to the operation and maintenance of the wastewater treatment plant, which includes: 1. Operation of a Class 1, 0.034 MGD extended aeration treatment facility consisting of two aeration/clarification units, a sludge holding tank, Parkson DynaSand continuous backwash sand filter, ultraviolet light disinfection, phosphorus removal, post aeration, and effluent flow meter. 2. Adherence to IDEM permit # IN0024953 conditions. 3. Regular cleaning and maintenance of all systems associated with the treatment plant including UV lamp fixtures, effluent weirs, clarifier panels, etc. 4. Availability on-site within 2 hours in case of an emergency. 5. Furnishing all necessary personnel, labor, equipment, materials (except those provided by the government), chemicals, tools, supervision, management services required for operation. 6. Keeping accurate records and conducting testing as outlined in the permit including PH levels, TSS, ammonia levels, phosphorous content, settable solids measurements, dissolved oxygen levels, temperature readings and flow ratings. 7. Sending weekly lab test data to the designated representative within 3 days of obtaining results. Period of Performance The contract period is from March 16, 2026 to March 15, 2031 with specific tasks scheduled throughout this timeframe including seasonal operations from April 1st to October 31st each year. Place of Performance Hardin Ridge Recreation Area within Hoosier National Forest located in Heltonville, Indiana.
