Background The City of Providence, Rhode Island, is seeking qualified towing service providers to supply towing, storage, and disposal services for abandoned and unclaimed vehicles within its jurisdiction. This contract operates on a requirements basis, meaning the City does not guarantee a specific volume of services or any minimum spending. The initial term of the contract is one year with two additional one-year renewal options at the City's discretion. Work Details The contractor will provide the following services: (a) Towing abandoned vehicles from public rights-of-way and public or private property; (b) Transport to City-approved storage facilities; (c) Safeguarding vehicles and contents; and (d) Lawful disposal of unclaimed vehicles in compliance with Rhode Island General Laws. All towing services must be authorized by a sworn Providence Police Department officer or designated City representative. The contractor must respond to City requests within 60 minutes and maintain an open facility Monday through Friday from 8:00 AM to 5:00 PM. Equipment requirements include owning or leasing at least five flatbed tow vehicles and two heavy-duty wrecker trucks, all properly licensed and maintained. The contractor assumes full responsibility for safeguarding all vehicles and contents. Period of Performance The contract will commence on July 1, 2026, and end on June 30, 2027, with options for two additional one-year renewals. Place of Performance All services will be performed within the municipal boundaries of the City of Providence. Bidder Requirements Bidders must comply with all applicable federal, state, and local laws, regulations, ordinances, and licensing requirements. They must also provide proof of insurance coverage and maintain required insurance throughout the contract term.
