Background Beaufort County is seeking qualifications from aviation consulting firms to provide expert professional, technical, and advisory services for the Hilton Head Island Airport and Beaufort Executive Airport. The goal of this Request for Qualifications (RFQ) is to evaluate interested firms for anticipated architectural, engineering, and consulting services over a period not to exceed five years. Work Details The services required include but are not limited to: 1. Airport consulting, preliminary design, final design, estimating, bidding, and construction administration services. 2. Assistance in preparing funding grant applications and reimbursement requests for the South Carolina Aeronautics Commission (SCAC) and/or the Federal Aviation Administration (FAA). 3. Technical assistance and advice related to the aforementioned activities. Specific projects may involve the design, bidding, and construction phases of terminals and site work, runway extensions, safety areas, overlays, taxiways, aircraft aprons, airfield lighting systems, NAVAIDs, instrument landing systems, hangars, and other projects as determined by Beaufort County. Period of Performance The contract will be performed over a period not to exceed five (5) years. Place of Performance Services will be provided at the Hilton Head Island Airport and Beaufort Executive Airport in Beaufort County, South Carolina. Bidder Requirements Firms must demonstrate qualifications in airport consulting and have experience with SCAC and FAA regulations. They must also show an ability to meet Disadvantaged Business Enterprise (DBE) goals for professional services. Additionally, bidders must provide evidence of insurance coverage including: - Worker’s Compensation Insurance; - Commercial General Liability Insurance with minimum limits; - Comprehensive Automobile Liability Insurance; - Umbrella Liability Insurance; - Professional Liability Insurance.
