Pritchardville / Okatie Library Branch Design Services

Background

Beaufort County is soliciting qualifications from qualified design professionals to provide architectural and engineering (A/E) design services for the new Pritchardville / Okatie Library Branch located at 76 May River Rd, Bluffton, SC 29910. The goal of this contract is to create a modern library that aligns with Lowcountry architectural character and provides flexible, future-ready interior spaces.

Work Details

The selected firm will provide full professional design services, including: 1. Architectural & Engineering Design: conceptual/schematic design, design development, construction documents (CDs), and specifications. 2. Engineering Disciplines: civil engineering (site design, grading, drainage, stormwater), structural engineering, mechanical, electrical, plumbing (MEP), and fire protection systems. 3. Site & Planning Coordination: site layout and circulation, parking and access planning, coordination with potential shared County campus uses, integration of outdoor amenities (paths, gathering areas). 4. Studies & Technical Analysis: traffic engineering study (including level-of-service impacts), utility coordination, zoning and land development compliance, environmental and permitting coordination. 5. Interior & Functional Planning: space programming validation; interior layouts for children’s and teen areas; maker spaces; meeting and conference rooms; furniture, fixtures & equipment (FF&E) planning. 6. Community & Stakeholder Engagement: coordination with Beaufort County staff; participation in public meetings; presentation materials and renderings. 7. Bidding & Construction Phase Support: assistance with bid documents; responses to RFIs; submittal review; limited construction administration as defined by the County.

Period of Performance

The contract will be performed from the date of award until completion of the design services as specified in the contract documents.

Place of Performance

The services will be performed at the project location in Bluffton, South Carolina.

Bidder Requirements

Bidders must comply with Title VI of the 1964 Civil Rights Act regarding nondiscrimination in their selection and retention of subcontractors. They must also submit a Nonresident Taxpayer Registration Affidavit if applicable and maintain required insurance certifications including Worker’s Compensation Insurance and Commercial General Liability Insurance.
