This Request for Proposals (RFP) aims to identify a qualified service provider to deliver Human Resources (HR) Hotline Services under Title I of the Workforce Innovation and Opportunity Act (WIOA). The HR Hotline will provide employers with confidential, real-time professional guidance on employee relations, workplace policies, compliance with labor laws, benefits administration, performance management, and conflict resolution. The goal is to strengthen business capacity, reduce organizational risk, enhance employee satisfaction, and contribute to Riverside County’s economic development. Work Details The selected contractor will establish and operate a toll-free HR Hotline for Riverside County businesses. Services include: - Providing real-time guidance on HR topics such as employee relations, compliance with labor laws, benefits administration, performance management, and conflict resolution. - Staffing the hotline with qualified HR professionals available Monday through Friday from 8:00 AM to 5:00 PM. - Conducting a minimum of eight HR-related workshops annually for local employers. - Implementing satisfaction surveys to assess service quality. - Offering multilingual support to accommodate diverse language needs. - Maintaining comprehensive records of hotline interactions and submitting monthly reports detailing call volume and types of inquiries. Period of Performance The contract period is from July 1, 2026, through June 30, 2027, with options for annual extensions through June 30, 2030 based on fiscal funding availability. Place of Performance Services will be performed throughout Riverside County, including its unincorporated areas. Bidder Requirements Bidders must demonstrate the ability to tailor services to local employers' needs. They should have experience managing federally funded programs and provide evidence of qualifications such as licenses or certifications relevant to HR services. Additionally, bidders must comply with all applicable federal and state regulations regarding employment law.
