Background The contract is being awarded to the Institute of Electrical and Electronics Engineers, Inc. (IEEE) for their All Society Periodicals Package (ASPP) and Conference Library Plus (CLP). This initiative is aimed at providing NASA Civil Servants and Contractors with access to a wide range of high-quality research materials necessary for innovation and productivity in various technological fields. The contract is justified as a sole source due to the unique nature of the services provided by IEEE, which are essential for NASA's mission. Work Details The contract includes the following services: - Provision of an additional 1,500 document downloads for access to journal articles and conference papers beyond the core subscription, including content from various publishers such as IET, MIT Press, IBM, VDE, Nokia, American Geophysical Union, and Oxford University Press. - Unlimited access to any current year IEEE conference paper published in the last two years, with flexibility to view a limited number of documents outside the current subscription. This encompasses research across multiple technologies including Aerospace and Defense, Artificial Intelligence, Cyber Security, Medical Devices, Robotics, Telecommunications, and more. - Access to 204 IEEE online-society-sponsored journals, transactions, and magazines. - Availability of over 44,000 documents in both HTML and PDF formats with backfile access dating back to 2017. - The services are tailored for approximately 18,000 NASA Civil Servants and Contractors (excluding JPL), ensuring compliance with IEEE standards critical for NASA projects. Period of Performance The period of performance is set from December 15, 2025 to December 14, 2028, assuming the exercise of all Option Periods. Place of Performance The services will be performed at specified NASA locations through the IEEE Explore Digital Library.
