Summary (Newest Update)

Background The Department of Veterans Affairs (VA), specifically the VA Northeast Ohio Healthcare System (VANEOHS), is seeking to acquire pharmaceutical reverse distribution services to support seven pharmacy locations in Northeast Ohio. The goal of this contract is to provide a comprehensive solution for the management of expired and short-dated pharmaceuticals, ensuring compliance with regulatory requirements while improving operational efficiency. Previous reverse distribution services have been inconsistent, leading to significant workload and delays in credit receipt, prompting the need for a single contractor to streamline these processes. Work Details The contractor will perform on-site pharmaceutical reverse distribution at all VANEOHS pharmacy locations. Key tasks include: - On-site identification and preparation of expired and short-dated pharmaceuticals for return. - Processing both controlled and non-controlled pharmaceuticals for maximum eligible manufacturer credit. - Providing compliant destruction for all non-returnable pharmaceuticals, including hazardous waste. - Operating under a firm-fixed, flat-fee, per-site-visit pricing model that is independent of credit value. The contractor must ensure that all work complies with applicable DEA, EPA, OSHA, DOT, FDA, and VA requirements and policies. Services will include scanning and identifying pharmaceuticals for return during site visits, generating lists of items selected for return, preparing products for shipment to the processing facility, and maintaining detailed reporting on credits and disposal. Period of Performance The anticipated period of performance is one base year with four one-year option periods. Place of Performance The contract will be performed at seven pharmacy locations within the VA Northeast Ohio Healthcare System.
