Background The County of Lexington Treasurer’s Office is seeking qualified vendors to conduct the annual delinquent tax public auction for properties with unpaid taxes. This initiative is mandated by the SC Code of Laws Title 12, Chapter 51, which requires the Treasurer/Tax Collector to sell eligible properties at public auction to collect unpaid taxes and transfer ownership to responsible buyers. Work Details The contractor will provide general auction services, including: 1. A qualified auctioneer to conduct auctions for approximately 600 to 1,200 delinquent properties annually, completed in one day unless otherwise directed. 2. Provision of qualified staff, computer equipment, and software necessary for auction services, including: a. Uploading property data (item numbers, tax map numbers, etc.) and bidder information (names, addresses). b. Conducting separate auctions for real estate and mobile homes. c. Entering winning bid amounts and bidder numbers during the auction. d. Providing check-out forms/invoices for bidders immediately after bidding concludes. e. Delivering audio recordings of the entire auction and summary/statistical reports post-auction. f. Arriving at the auction location by 9:30 AM on sale day and ensuring setup is complete before the auction starts at 10:00 AM. Period of Performance The contract will be performed annually with auctions scheduled on the first Monday in December of odd years and November of even years. Place of Performance The auctions will be held at a location designated by the County Treasurer within Lexington County. Bidder Requirements Vendors must comply with South Carolina laws regarding business operations and may need to provide an American Sign Language (ASL) interpreter if requested by a participant.
