Background The Commonwealth of Kentucky, through the Finance and Administration Cabinet's Department for Facilities & Support Services, is seeking an Architect/Engineer (A/E) to provide architectural and engineering services for the renovation and expansion of the Hart Rest Area on both the Northbound and Southbound sides. The project aims to enhance facilities for public use, aligning with the agency's mission to improve infrastructure and services across the state. Work Details The selected Architect/Engineer will be responsible for: 1) Providing comprehensive architectural and engineering services as defined in the Request for Proposals (RFP). 2) Developing construction documents based on initial project definitions, including site characteristics, budget considerations, and procurement methods. 3) Managing services through four phases: Schematic Design, Design Development, Contract Documents, and Construction Administration. 4) Ensuring compliance with all applicable laws, codes, and regulations during design and construction phases. 5) Coordinating with the Owner’s consultants and ensuring that all necessary documentation is submitted through the Owner’s Document Collaboration System. 6) Preparing detailed cost estimates at each phase to ensure alignment with budget constraints. 7) Assisting in obtaining necessary permits and approvals from governmental authorities. Period of Performance The contract will be performed over a timeline that includes multiple phases: Schematic Design, Design Development, Contract Documents preparation, Bidding/Awarding of Construction Contracts, followed by Construction Administration. Place of Performance The work will primarily take place at the Hart Rest Area located on both Northbound and Southbound sides along designated highways in Kentucky. Bidder Requirements Bidders must be licensed architects or engineers qualified to practice in Kentucky. They are required to maintain all necessary licenses throughout the duration of the project. The Architect/Engineer must also comply with specific procedures outlined in the Owner’s Procedures Manual and participate in training provided by the Owner regarding project processes.
