Background

The Commonwealth of Kentucky is issuing this solicitation for construction services related to the exploration and remediation of abandoned mine lands in Hopkins County. The goal of the contract is to conduct exploration drilling to verify the #11 seam coal mine and address subsidence issues, ensuring safety and environmental compliance.

Work Details

The contractor will perform exploration drilling to verify the #11 seam coal mine, including the location of rooms and pillars. The work includes: - Utilizing a downhole camera during exploration drilling to assess current mine conditions and determine rock and shale fracturing due to subsidence. - Drilling six-inch plus diameter holes to the #11 coal seam, casing them with 6-inch diameter PVC pipe through the soil horizon into solid rock. - Using a box utility trailer with Non-Woven Polyethylene Geotextile Sediment Filter Bags or equivalent to capture cuttings from drill holes. - Flushing each hole with approximately 400 gallons of water. - Monitoring for methane; if encountered, implementing a safety plan which may include capping holes or inserting PVC casing. - Excavating a subsidence hole (approximately 40ft x 45ft x 5ft deep) on property owned by Willie Thompson, filling it with Class II riprap, covering it with filter fabric, and compacting material before placing roadway stone over the driveway. - Addressing another collapse in the ditch line southeast of Willie Thompson's residence by excavating and filling it with riprap. If mine workings are found, sealing them with a combination of rock and grout. - Closing two potential mine openings on S. Highland Avenue using wildlife-accessible closures as per AML standards.

Period of Performance

The contract is expected to commence upon award and will be performed until all specified work is completed. Significant activities are scheduled around site visits and specific operational windows.

Place of Performance

The work will be performed in Hopkins County, Kentucky, specifically at locations including but not limited to 410 S. Highland Avenue, Earlington KY.
