The U.S. Department of Agriculture (USDA) Forest Service, Bighorn National Forest, Powder River Ranger District, requires delivery of two (2) new enclosed cargo trailers, off-road capable, to support the Region's Unmanned Aircraft Systems (UAS) program. These trailers will be used to mobilize sensitive, high-value UAS equipment and related gear for a variety of missions including wildland fire incident response. All trailers must meet the salient characteristics specified in Attachment J.2 UAS Trailer Specifications. Background The U.S. Department of Agriculture (USDA) Forest Service, specifically the Bighorn National Forest and Powder River Ranger District, is expanding its Unmanned Aircraft Systems (UAS) program to enhance support for wildland fire operations and all-hazard incident response. The goal of this contract is to procure two new enclosed cargo trailers that are off-road capable to safely transport sensitive UAS equipment and related gear for various missions. Work Details The contractor is required to deliver two (2) new, fully assembled, enclosed cargo trailers that meet the following specifications: - Trailers must be designed to safely transport, store, and support UAS equipment in diverse field environments. - Dimensions: Minimum 6’x10’, maximum length 10’. - Features include robust security and storage capacity, safe navigation on both paved and uneven terrain, shore power capability for charging and equipment operation, adequate lighting for night operations, insulation and air conditioning to maintain stable temperatures for sensitive electronics and lithium-ion batteries, and strong construction for secure mounting and long-term durability. All detailed technical requirements are provided in Attachment J.2 – UAS Trailer Specifications. Period of Performance Delivery is required within 100 days of contract award. Place of Performance The trailers are to be delivered to the Powder River Ranger District located at 1415 Fort Street, Buffalo, WY 82834. Bidder Requirements This solicitation is set aside for Small Business Total (SBA). Bidders must provide trailers that fully meet all specifications listed in the attachments. They must ensure all materials, components, and workmanship meet commercial quality standards. Additionally, bidders must coordinate delivery with the USFS at least 7 calendar days prior to arrival. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for the same type of deliverable, “PURCHASE 2 UAS TRAILERS FOR FAM,” under GS30F014DA-127EAV24F0042 awarded to Midway Trailers for $24,988 (07/08/24–10/03/24). The current requirement is also for two enclosed, off-road capable cargo trailers intended to transport sensitive UAS equipment and related gear, suggesting the prior work may be a continuation or follow-on procurement of similar trailer assets for the Forest Service’s UAS program.
