GRTE: WINTER PASTURE LEASE FOR GRAND TETON NATIONAL PARK STOCK
Background The National Park Service (NPS) is issuing this solicitation for the lease of winter pasture for Grand Teton National Park. The goal of the contract is to provide adequate grazing land for 17 to 18 head of government-owned horses and mules during the winter months, ensuring their well-being and care. Work Details The contractor will provide winter pasture for 17 to 18 head of government-owned horses and mules. The pasture must be located no greater than 100 driven miles from Moose, WY, during winter driving months. Animals shall be pastured in one group in a grassland setting, separated from any other boarding stock. The contractor must ensure that the pasture meets all specifications and requirements outlined in the Statement of Work, including providing a vicinity map, topographic map, legal descriptions of offered lands, and proof of long-term control over the land (minimum of 5 years). The NPS will inspect the offered property to ensure compliance with minimum requirements. Period of Performance The period of performance for this contract is from November 1, 2026, to May 1, 2027. Place of Performance The pasture must be located within 100 driven miles of Moose, Wyoming. Bidder Requirements Bidders must demonstrate prior experience with similar projects by providing three examples from the past three years. They must also include a project narrative detailing how they will meet the needs outlined in the Statement of Work. Additionally, bidders are required to submit documentation proving long-term control over the land offered for pasture. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 140P1425P0033, awarded to Horsetail Ranch for winter pasture (stock) for Grand Teton National Park for the period 06/13/25–05/01/26 with a value of $31,646. The current requirement similarly calls for providing winter pasture for government-owned horses and mules within 100 driven miles of Moose, WY, along with proof of long-term control and compliance with the Statement of Work, which suggests the new lease may be a continuation or renewal of the same type of grazing arrangement.
