North American Veterinary Licensing Examination

Background

The Division of Professional Registration is issuing this solicitation on behalf of the State to acquire services related to the North American Veterinary Licensing Examination (NAVLE). The goal of this contract is to ensure that all applicants seeking licensure as veterinarians in Missouri can take and pass the NAVLE, which is a requirement for licensure. The International Council for Veterinary Assessment (ICVA) is identified as the sole source for these services due to proprietary requirements outlined in state regulations.

Work Details

The contract involves the procurement of services for administering the North American Veterinary Licensing Examination (NAVLE). The ICVA is the only provider from which these services can be acquired, as mandated by Rule 20 CSR 2270-2.031. All applicants must take and pass the NAVLE prior to becoming licensed veterinarians in Missouri, making this a proprietary service requirement.

Period of Performance

The effective date of the contract will be from the date of award through one (1) year, with four (4) one-year renewal options available.

Place of Performance

The services will be performed in Missouri, where the examination will be administered to applicants seeking veterinary licensure.

Bidder Requirements

This procurement is classified as a Single Feasible Source under RSMo 34.044 due to its proprietary nature. Therefore, no additional set-aside certifications or registrations are required beyond those necessary to engage with the ICVA.
