This acquisition is conducted under the authority of FAR Part 12 (commercial) as revised under Revolutionary FAR Overhaul (RFO), RFO-deviated FAR Part 5 posting requirements, and 41 U.S.C. 1901 (commercial-item sole-source authority). 4. Submission of Responses Capability statements will be considered solely to determine whether a competitive procurement is appropriate. All interested parties must be registered and active in SAM.gov at the time of submission. The deadline for responses is 12:00 PM Eastern Daylight time (EDT) on July 1, 2026. If no capability statements are received within the posting period demonstrating the ability to meet the Government's requirements, the Government will proceed with a sole-source award. A determination by the Government not to compete this requirement is solely within the Government's discretion.
