This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEE), and any other category of vendor capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). The Contractor shall provide Dental Equipment Preventative Maintenance (PM) Services for the Northern Cheyenne Service Unit, Lame Deer, Montana. See attached notification and draft statement of work (SOW).

Summary: Background The Northern Cheyenne Service Unit, part of the Indian Health Service (IHS), is seeking to ensure the continuous, safe, and effective operation of clinical dental services through preventive maintenance and minor repair services for dental equipment. The contract aims to support direct patient care while adhering to manufacturer recommendations, accreditation standards, and infection control requirements. The IHS is utilizing the Buy Indian Act to give preference to Indian Economic Enterprises (IEE) and is looking for capable vendors including Indian Small Business Economic Enterprises (ISBEEs). Work Details The Contractor shall provide the following services: 1. Preventive Maintenance Services: Scheduled preventive maintenance on all covered dental equipment according to OEM recommendations, generally performed quarterly or as required by the manufacturer’s instructions. This includes inspection, calibration, lubrication, adjustments, and functional testing. 2. Inspection and Compliance: Inspect equipment for compliance with safety, infection control, and operational standards; identify deficiencies and recommend corrective actions. 3. Minor Repairs and Parts Replacement: Perform minor repairs and replace worn or defective parts as necessary with OEM or OEM-equivalent parts that meet manufacturer standards. 4. OEM Authorization Requirement: Be authorized or certified to service A-dec, Dentsply, and Cavitron equipment; documentation of authorization must be provided upon request. 5. Service Documentation and Reporting: Provide service reports for each visit detailing work performed, equipment condition, parts replaced, and recommended follow-up actions within 10 business days of service completion. 6. Emergency/Unscheduled Service Calls: Provide on-call support for emergency repairs with a response time within 48 hours unless otherwise coordinated. 7. Coordination with Government Personnel: Coordinate all services with the designated Technical Point of Contact (TPOC) to minimize disruption to clinical operations. Period of Performance One base year with four option year periods; services are to be performed during normal business hours from Monday through Friday between 8:00 a.m. and 4:30 p.m., excluding Federal Holidays. Place of Performance Northern Cheyenne Service Unit, Lame Deer, Montana. Bidder Requirements Bidders must be authorized or certified to service OEM dental equipment such as A-dec, Dentsply, and Cavitron systems. They must provide qualified technicians and OEM-compliant parts. Additionally, bidders should submit a capability statement along with the Buy Indian Act Indian Economic Enterprise Representation Form.
