Summary (Newest Update)

Background The U.S. Fish and Wildlife Service (FWS) is issuing a contract for the Charles M. Russell National Wildlife Refuge (NWR) located in McCone and Garfield Counties, Montana. The mission of the FWS is to manage and protect wildlife resources. This contract aims to replace boundary and interior fencing in the Bobcat Creek Habitat Management Unit to enhance habitat management and protection efforts. Work Details The contractor will be responsible for providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to construct, modify, and remove fencing. The project includes: - Approximately 1.6 miles of new boundary fence construction where none currently exists. - 1.8 miles of old fence removal and replacement with new fencing. - 2 miles of fence modification by replacing bottom barbed wire with smooth wire. - 9 miles of complete fence removal. The new fence will consist of four strands: the top three will be barbed wire and the bottom will be barbless. The contractor must also remove all old fence materials including wire, wood posts, braces, hardware, and associated debris for off-site disposal. Period of Performance The contract performance period is from July 27, 2026, to June 30, 2027. Place of Performance The work will take place at the Charles M. Russell National Wildlife Refuge (CMR) in McCone and Garfield Counties, Montana. Bidder Requirements This solicitation is a Total Small Business set-aside. Bidders must have appropriate contractor licensing and are required to provide a Payment Bond for amounts over $35,000 and both Payment and Performance Bonds for amounts over $150,000. A Bid Bond is not required. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for boundary fence repair/replacement, with Ruff Country Fencing identified as the awardee on contract 140FGA26P0015 valued at $78,180 (05/12/26–09/30/26). That prior work covered Marcotte Coulee boundary fence repair/replace (~3 miles), which is similar in scope and purpose to the current requirement to replace boundary and interior fencing in the Bobcat Creek Habitat Management Unit, including removal and installation of new fencing materials.

Current: Posted: June 15, 2026, 2:12 p.m. EDT Amendment 1 updates the quote schedule (Section B and Attachment 4) to add the 9 miles of fence removal that was unintentionally omitted.
