Summary: Background The U.S. Army Prime Power School (USAPPS) is responsible for providing industry-standard technical training to Army Soldiers and Navy Seabees, enabling them to install, maintain, and operate utility-grade power production and distribution systems. This contract aims to support their mission by ensuring that the electrical test equipment used in training is properly calibrated, as some of this equipment is not supported by the US Army Test, Measurement, and Diagnostic Equipment (TMDE) Activity. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for electrical test equipment calibration. The specific tasks include: - Calibrating all test equipment to manufacturer’s specifications; - Providing a signed certificate of calibration for each piece of equipment; - Receiving, inspecting, inventorying, calibrating, and returning equipment within 14 days. The contractor will not be supervised or controlled by the government but will be accountable solely to the contractor. Period of Performance One base year with four (4) 12-month option years. Place of Performance Building 12630, Fort Leonard Wood, MO 65473. Bidder Requirements Offerors must provide a technical description of services offered that complies with the requirements in the solicitation. They must also demonstrate past performance on similar contracts within the last six years and provide references including contract numbers and points of contact. Incumbent Analysis (see Incumbents section for more detail) The opportunity appears to have a confirmed incumbent based on prior contract W912HQ24P0076, awarded to Transcat for calibration services at the Prime Power School (249TH), with a period of performance from 09/29/24 to 09/28/25 and a value of $16,532. The prior work description aligns with the current requirement to calibrate electrical test equipment to manufacturer specifications and provide signed calibration certificates, including receiving, inspecting/inventorying, calibrating, and returning equipment within a short turnaround period. This suggests the current effort may be a continuation of ongoing calibration support for the same training facility and equipment set.
